520			_aEl principio del mérito en el empleo público es motivo de reflexión por parte del autor, y luego de desarrollar su crítica a la problemática de los distintos regímenes laborales que aqueja al Estado peruano, cumple con presentarnos un conjunto de casación es que desde la Corte Suprema ha pugnado por defender dicho principio, pese a la legislación que a este respecto presenta fallas estructurales, como es el caso de los empleados públicos denominados "contratados permanentes".
