El estudio también aborda su relación con la autotutela administrativa y los referentes comparados europeo-latinoamericanos. Finalmente, se identifican limitaciones normativas y operativas en la aplicación de las medidas cautelares en sede administrativa en el Perú y se plantean lineamientos orientados a fortalecer su eficacia dentro de un modelo administrativo garantista y orientado al valor público.

The study also addresses its relationship with administrative self-protection and comparative European and Latin American precedents. Finally, it identifies regulatory and operational limitations in the application of precautionary measures in administrative proceedings in Peru and proposes guidelines aimed at strengthening their effectiveness within a rights-based administrative model oriented toward public value.
